I LOVE the costume design, the thicker boarder is a good way to make your white subject pop forward. But you should also look into changing the line qualities (thickness mostly) to emphasis the curves of your figger.

I like the gradient on her hair though to improve i think working on line pressence and confidence, normally you do this with practice and repatition(for me atleast) :)

This is a very fun character design, I rather like her hair. I'd love to see more about this characters race, maybe the cultural side of things.
